CERTIFICATIONS & MEMBERSHIPS

Yasmin L. Stump Law Group, PC (YLSLG) is the only certified Disadvantaged Business Enterprise (DBE) law firm by the State of Indiana and is certified as a Woman-Owned Business Enterprise (WBE) by the state of Indiana, the city of Indianapolis and with the Women’s Business Enterprise National Council (WBENC).

When YLSLG is included as part of a project team in the area of land acquisition as an added value service on federal, state and City of Indianapolis-funded projects, the firm’s inclusion as a DBE and/or WBE-certified firm, in response to a Request for Proposal or in a Letter of Interest, promotes preference of the project team. Additionally, YLSLG’s services in the area of land acquisition contribute to the achievement of DBE and/or WBE/Minority Business Enterprise (MBE)/Veteran’s Business Enterprise (VBE) project goals and increase overall scoring for these goals. YLSLG is registered to do business with the Indiana Department of Transportation (INDOT), and as an added value service, it does not need to be pre-qualified with INDOT.

Many utility companies also have WBE participation goals. Since YLSLG is certified as a WBE by the WBENC, retention of YLSLG as outside legal counsel or inclusion of YLSLG as part of a project team in response to a Request for Proposal submitted to these companies contributes to the achievement of WBE participation goals.

Additionally, YLSLG is a member of the prestigious National Association of Minority and Women Owned Law Firms (NAMWOLF) and, most recently, the Out of Home Advertising Association of America (OAAA).

DBE Certified in Indiana

YLSLG is certified as a Disadvantaged Business Enterprise (DBE) in the area of legal services with the State of Indiana through the Indiana Department of Transportation. This DBE certification is significant when YLSLG participates on teams for federally-funded projects. DBE participation goals are established for each project involving federal funding. When consultant engineering firms apply for selection on federally-funded projects, preference is given to those project teams with DBE-certified firms. Additionally, when an engineering firm is selected on a federally-funded project, it is scored on meeting the DBE participation goals established. If the DBE participation goals are exceeded, the scoring is elevated. Conversely, if the DBE participation goals are not met, it adversely affects the scoring.

WBE Certified in Indiana & City of Indianapolis

YLSLG is certified as a Women’s Business Enterprise (WBE) in the area of legal services with the State of Indiana through its Department of Administration. This WBE certification is significant when YLSLG participates on project teams for state-funded projects. INDOT establishes WBE/MBE/VBE participation goals for each project involving state funding. When engineering firms apply for selection on state-funded projects, preference is given to those project teams with WBE, MBE, and VBE-certified firms. YLSLG is also certified as a WBE in the area of legal services with the City of Indianapolis. WBE/MBE/VBE goals are established for locally-funded Indianapolis projects. YLSLG’s participation as part of a project team for legal services in land acquisition contributes to the consultant engineering firm achieving WBE/MBE/VBE participation goals on locally-funded Indianapolis projects.

Women’s Business Enterprise National Council Certified

YLSLG is certified as a WBE in the area of legal services with the Women’s Business Enterprise Council (WBENC), through the Great Lakes Women’s Business Council. As discussed on the WBENC website, the WBENC is “the largest third-party certifier of women-owned businesses in the United States.” The WBENC certification is recognized by corporate, government and non-profit entities. Many non-government acquiring entities, such as utility companies, have goals for the participation of WBE-certified firms on public improvement projects and/or for outside legal services provided to these companies. YLSLG’s participation in providing legal services to these companies contributes to their achievement of WBE participation goals.

National Association of Minority and Women Owned Law Firms

YLSLG is a proud member of the National Association of Minority and Women Owned Law Firms (NAMWOLF). NAMWOLF is a national, prestigious, nonprofit trade association that promotes diversity in the legal profession and develops the professionals working in its minority and women-owned law firms. Founded in 2001, NAMWOLF has grown to become a nationally- recognized resource for Fortune 500 and 1,000 corporations seeking diversity in their outside legal counsel. The organization is comprised of over 170 firms practicing in a wide range of legal matters. YLSLG has been a member of NAMWOLF since 2018 and participates in both the NAMWOLF Marketing Best Practices Committee and the Transactional PAC Real Estate Subcommittee.

Out of Home Advertising Association of America

YLSLG most recently joined the Out of Home Advertising Association of America (OAAA) in 2022 as an attorney member firm. The OAAA is the national trade association for the US out of home advertising (OOH) industry, which includes digital out of home (DOOH), and is comprised of billboards, street furniture, transit advertising, and place-based media. Since its founding in 1891, OAAA has promoted the responsible growth of OOH with federal, state, and local government, communities, and the general public.
